Waste management in the state of Iowa is governed by the Iowa Department of Natural Resources. Iowa is one of just two states that does not have authorization by the EPA to carry out the implementation and enforcement of RCRA hazardous waste management programs as detailed in Subsection C, and thus, it defers to the EPA on these matters. It does have EPA authorization to implement and enforce other parts of the RCRA, though, and it has the liberty to make its own regulations, provided that these are at least as strict as federal ones and are federally approved.
